Centre for Child Rights, National Law University and Judicial Academy, Assam and UNICEF Assam and North-East organized an online special lecture on “Implication of Juvenile Justice (Amendment) Act, 2021: Opportunities and Challenges” delivered by Shri Anant Kumar Asthana, Advocate, Delhi High Court and Member, Core Group on Children, National Human Rights Commission.

Centre for Child Rights, National Law University and Judicial Academy, Assam and UNICEF Assam and North-East organized an online special lecture on “Juvenile Justice Act, 2015: Implementation and Efficacy” delivered by Prof. (Dr.) Ved Kumari, Vice Chancellor, NLU, Odisha.

Centre for Child Rights, National Law University and Judicial Academy, Assam in collaboration with UNICEF, Office for Assam and Shri Surendra Kumar, IPS, Inspector General of Police, CID Assam published a comprehensive book titled “Role of Duty Bearers in Child Protection” authored by Shri Surendra Kumar, IPS.

The book was launched by Shri Sarbananda Sonowal, Hon’ble Chief Minister of Assam. The book launch event was participated by a wide range of stakeholders starting from senior bureaucrats of the state machinery, civil society organization, academic institutions and media houses.

The book was conceptualized during the Fourth Round Regional Consultation of North Eastern States and Sikkim on ‘Effective Implementation of Juvenile Justice (Care & Protection of Children) Act, 2015 with focus on Integrated Child Protection Services’ which was organized by Supreme Court Juvenile Justice Committee in collaboration with State Child Protection Society and UNICEF, Assam.

The author has identified the pivot legislations pertaining to children and have defined their roles as mandated under various legislations cohort specific. In order to cater to different readers and for the convenience of the audience, the book has been written in a very simple language and varied range of infographics have been used for better understanding of complex processes. There are eight chapters in the book; each chapter is dedicated to a government department, defining their roles and responsibilities under various laws dealing with children. In the book, the author has also suggested set of recommendations to ensure effective execution of their responsibilities. The author has also used his rich experience of working in the field with a personal insight into the problems faced and lapses committed by police officer in the chapter ‘Role of Police’. The author believes that, in order to effectively work with children, apart from understanding of one’s own responsibilities, it is highly desirable that one is also aware about the role of other duty bearers working with children. The book is an attempt to bring clarity and generate awareness by encompassing the provisions and mandate of different legislations in one place and has the potential to be a ready reckoner for all government officials, duty bound to work for children.

The training programme for Child Welfare Committees of Assam was organized by Judicial Academy, Assam in collaboration with State Child Protection Society, Assam; Centre for Child Rights, National Law University and Judicial Academy, Assam and UNICEF, Office for Assam. The programme was conducted in four batches, two batches were trained simultaneously from 1st February to 3rd February, 2019 and from 5th February to 7th February, 2019, training was imparted to the remaining two batches. The training programme received participation from around 90 participants across the Assam.

In line with the December Workshop, another 5 Days Residential Workshop for Chairperson and Members of Child Welfare Committees across the state of Assam was held on March 05-09, 2018. The workshop was organized by Centre for Child Rights, National Law University and Judicial Academy, Assam in collaboration with UNICEF, Office for Assam and State Child Protection Society, Assam. It was attended by 34 participants.

A 5 Days Residential Workshop for Chairperson and Members of Child Welfare Committees across the state of Assam was held on December 18-22, 2017. The workshop was organized by Centre for Child Rights, National Law University and Judicial Academy, Assam in collaboration with UNICEF, Office for Assam and State Child Protection Society, Assam. It was attended by 30 participants.

The module was divided into two parts – (i) Perspective building – it focuses on widening their perspective and understanding of a child, vulnerabilities and risk factors associated with a child, the role of positive communication and development stages of a child. (ii) Law - the section on law would limit to the legislations pertaining to children, their roles and responsibilities under the Juvenile Justice (Care & Protection of Children) Act, 2015, case studies relating to children in need of care and protection and various orders they can pass to ensure protection and holistic development of the child. The Module has been developed as such to impart the training in five days, three days for perspective building and two days for laws relating to children.

Preparatory Workshop for the development of CWC Training module was held at Conference Room, Administartive Block, National Law University and Judicial Academy, Assam on December 09, 2017.


 

Centre for Child Rights, NLU Assam in collaboration with State Child Protection Society, Assam and with support from UNICEF, Assam organised Two Day State Level Orientation Programme for DCPOs, LPOs and Counsellors on support services under POCSO Act, 2012 at Seminar Hall, Administartive Block, National Law University and Judicial Academy, Assam on October 27 - 28, 2017. A State Level Orientation Programme with District Child Protection Officer, Legal-cum-Probation Officer and Counsellors of District Child Protection Units of Assam on the role of support persons and the services, as provisioned under the guideline and rule of the POCSO Act, 2012 was organized by Centre for Child Rights, National Law University and Judicial Academy, Assam with support from UNICEF, Office for Assam on October 27-28, 2017 at National Law University and Judicial Academy, Assam. A total of 40 participants attended the programme.

The programme was inaugurated by Prof. (Dr.) Yugal Kishore, Head, Centre for Child Rights and Registrar (i/c) with the welcome address and Inaugural Address by Hon’ble Vice Chancellor, Prof. (Dr.) J.S. Patil in presence of Guest of Honour Dr. Devidas G. Maley, Dean, Faculty of Law, Jnana Ganga, Gulbarga University, Karnataka and Dr. Chhaya Kunwar, Officer-in-Charge and Education Specialist, UNICEF, Office for Assam.

At the end of the Programme, Centre for Child Rights aimed to provide a holistic understanding on the roles and responsibilities amongst the officials of DCPU, which would help in proper implementation of the Act in a child friendly manner and in the best interest of the Child. The programme came to an end with valedictory address made by Hon’ble Justice Shri Ujjal Bhuyan, Judge, Gauhati High Court.

A daylong orientation program with Jt. Directors of Health Services, Superintendent of District Hospitals and District Program Managers (of 9 lower Assam Districts namely Golpara, Baksa, Kokrajhar, Kamrup, Kamrup Metropolitan, Nalbari, Barpeta, Dhubri and Darang) was conducted by Centre for Child Rights, National Law University and Judicial Academy, Assam in collaboration with National Health Mission, Assam and supported by UNICEF, Office for Assam on November 25, 2017. A total of 25 participants attended the programme.

The programme was inaugurated by Prof. (Dr.) Yugal Kishore, Head, Centre for Child Rights and Registrar (i/c) and Dr. Priyakhi Borkotoky, Nutrition Consultant, NHM, Assam. The technical sessions for the programme were conducted by Sri Surendar Kumar, IPS, Inspector General of Police, CID, Assam, Syed Tazkir Inam, Programme Manager, CCR, Dr. Richa Pandey, Associate Professor, Forensic Medicine, JMCH and Shri Manjit Das, Advocate, Human Rights Law Network.

The orientation cum awareness program with these concerned officials helped in creating awareness and sensitizing the examining doctors at the district level about the legal aspects, roles and their responsibilities.

Sustainable Development Goals is a plan of action for people, planet and prosperity to transform the world by 2030 by achieving common goals. Addressing violence against children is one of the target of SDG under the goal 16 to achieve peace, justice and strong institution. Inspired by the Sustainable Development Goals, Centre for Child Rights hosted a two-day national conference on addressing violence against children in North Eastern States and Sikkim was held on August 22-23, 2017. The Conference invited papers from research scholars, academicians, students, civil society organization, writers/editors and child protection practitioners (advocates/ activist) from across the country to present paper of various forms of violence committed against children in North Eastern States & Sikkim along with recommendation to address the issues under the following themes

  1. Supporting parents, care givers and families
  2. Helping children and adolescent manage risk and challenges +
  3. Changing attitude and social norm that encourage violence and discrimination
  4. Promoting and providing support services for children
  5. Implementing laws and policies that protect children
  6. Carrying out data collection and research

Around 19 papers from among 45 papers were selected for presentation in the conference from various states like Rajasthan, Karnataka, Bihar, Uttar Pradesh, Delhi, Punjab, Haryana, Meghalaya, Assam. The conference also received participation from students and CSOs from Meghalaya, Assam, Tripura, Arunachala Pradesh, Manipur, Mizoram and Nagaland. The occasion was graced by the Honourable Vice Chancellor, Prof. (Dr.) J.S Patil of National Law University and Judicial Academy, Assam and by Mr. Ved Prakash Gautam, Child Protection Specialist, UNICEF, Office for Assam.

The two-day deliberations brought together intellectuals to deliberate on the issue of violence against children in North Eastern States and Sikkim. The deliberations brought forth important recommendation by every presenter to exhort the stakeholders and important players to adopt steps to combat such violence against children.

Centre for Child Rights with the support of UNICEF, Office for Assam had organized a comprehensive, one of its first interdisciplinary two-day certificate course on Child Rights and Child Protection for the law students of National Law University and Judicial Academy, Assam; to increase the understanding on international instruments and mechanism relating to the protection of Child Rights, and to enhance knowledge about policies, laws and schemes pertaining to child protection in India.

The course was developed with an intention to expand the cadre of qualified child protection policymakers and practitioners by enhancing the capacity of the future child protection professionals. The course encompassed International Human Rights with focus on child Rights, Committees on the Rights of the Children, international instruments pertaining to child rights, mandates of UN agencies, situational analysis of child rights India, Constitutional provision and policies governing child rights agenda in India, system approach to child protection in India and laws addressing child vulnerabilities.

Introductory address was conveyed by Prof. (Dr.) J.S. Patil, Vice Chancellor, National Law University and Judicial Academy, Assam, which was followed by session taken up by professionals in the field of Child Rights and Child Protection. The participants were also addressed by Mr. Vinod Sesan, IAS, Deputy Commissioner, Kamrup (Rural), he held forth on ways the Public Administration deliver effective service to women and children at district and sub district levels in India. The course successfully commenced with the valedictory session and the distribution of the certificate to the participants.

A two-day state level conference on addressing the issues of Child Labour in Assam, organized by Centre for Child Rights in partnership with Department of Labour and Welfare, Govt. of Assam and supported by UNICEF, Office for Assam, was held on 18th and 19th of December, 2016.

The conference aimed to orient the key stakeholders about the new Amended Child Labour Law, various related statutes, guidelines and policies of the Government on Child Labour, to identify and address key bottlenecks for convergence among various government departments and civil society agencies in addressing child labour in Assam and to come out with a road map to strengthen prevention and rehabilitation of child labour through education.

The conference was attended by a range of duty bearers and stakeholders who have an impact on the abolition of Child Labour, The Department of Social Welfare, Department of Labour and Welfare and Civil Society Organization. The opening remarks of the conference was given by Dr. Tushar Rane, Chief of Field Office, UNICEF, Office for Assam while Ms. Anasua Dutta Baruah, Deputy Labour Commissioner, Govt. of Assam and Mr. K.V. Eapen, IAS, Additional Chief Secretary to Govt. of Assam, Department of Labour and Welfare were the Guest of Honour and Chief Guest respectively.

The conference initiated discussion on Child Labour (Prohibition & Regulation) Amendment Act, 2016 and Right of Children to Free and Compulsory Education Act, 2009. Discussions were also held on issues or problems faced by the department while abolishing Child Labour, Sarva Siksha Abhijan and the role of civil society in ensuring Right to Education for all children who are vulnerable and victims of Child Labour.

On the second day of the technical sessions further discussions were held on steps that can be taken to strengthen the preventive mechanism, identification and rescue of children, prosecution of employers under child labour and other protection laws, Juvenile Justice system and the rehabilitation of children vulnerable or victims of Child Labour. From the discussion and deliberation of the experts, key recommendations and corresponding implementation agencies to address the issue of child labour was drawn out and submitted before the Additional Chief Secretary to Govt. of Assam (Labour and Welfare Department) for further action.

The conference came to end with successful formation of key recommendation to strengthen the convergent mechanisms to address child labour in Assam and the valedictory session with closing remarks by Ms. Runumi Gogoi, Chairperson, Assam State Commission for Protection of Child Rights.

The opportunity to be born, to grow in a safe environment, to develop one’s potential has been some of the major issues concerning the girl child in India. Achieving gender quality is one of the most important target of the Sustainable Development Goals. It is a matter of paramount importance that the stakeholders in the field of child right and protection deal with issues concerning girl children with sensitivity and knowledge. In light of the same, to understand the rights of the Girl Child and to deliberate on socio-legal issues relating to girl child was the focus of the capacity building programme organized by Centre for Child Rights, supported by UNICEF, Office for Assam.

Participants for this program, were Assistant Commissioners, Officer In-Charge and Inspectors of various police stations of Assam. The program began with a welcome address by Prof (Dr.) J. S. Patil, Vice Chancellor, National Law University and Judicial Academy, Assam, opening remarks was given by the guest of honour, Mr. Ved Prakash Gautam, Child Protection Specialist, UNICEF, Office for Assam, the participants were also addressed by the chief guest, Mr. Hiren Ch. Nath, IPS, Commissioner of Police, Guwahati City, Assam.

The participants were oriented on POCSO Act, 2012, Juvenile Justice Act, 2015, Rights of the Girl Child, socio legal aspect, child psychology and development. As the program and the sessions was an interactive in nature, participants were given the opportunity to share their experience. The program concluded with closing remarks by Mr. Louis Aind, IPS, DCP, Crime Branch, Assam Police.

National level conference on Plantation Labour Act Organized in collaboration with Government of Assam, UNICEF (office for Assam) and Ethical Tea Parternship (ETP) at Administrative Staff College, Khanapara, Assam on November 13-14, 2016

Organized by Centre for Child Rights, with an aim to orient the District Protection Officers on the various laws, schemes, policies related to child protection, to advance the understanding of their roles and responsibilities as mandated in the Juvenile Justice Act, 2015 and as enshrined in ICPS and other statues of India, and to strengthen the implementation of ICPS at district level in Assam through improved monitoring and reporting mechanism, a capacity building workshop was organized for the District Child Protection Officers of Assam in association with the State Child Protection Society (SCPS), Assam and UNICEF, Office for Assam organized an capacity building workshop on 20th and 21st October, 2016.

The workshop was attended by 27 District Child Protection Officer (DCPO) from every district of Assam. The inaugural session was graced by Shri S.S. Meenakshi Sundaram, IAS, Director, Department of Social Welfare, Government of Assam as Guest of Honour and Shri Ravi Capoor, IAS, Principal Secretary to the Government of Assam, Industries & Commerce, Mines & Minerals and Social Welfare Departments as Chief Guest.

Patil, Vice Chancellor, National Law University and Judicial Academy, Assam; Dr. Vijay Pratap Tiwari, Associate Professor of Law & Head, Centre for Child Rights, National Law University and Judicial Academy, Assam and Mr. Vedprakash Gautam, Child Protection Specialist, UNICEF, Office for Assam also graced the occasion.

Centre for Child Rights, National Law University and Judicial Academy, Assam in association State Child Protection Society (SCPS), Assam & UNICEF, Office for Assam organized a state level workshop on "Juvenile Justice (Care and Protection of Children) Act, 2015" the protection officers on 23rd & 24th of September, 2016. The new Juvenile Justice Act, 2015 which replaced the old Act had undergone changes in respect to laws governing children in conflict with law, child care institution and the inclusion of the adoption regulation and it was considered it as a prime importance to conduct a workshop for the protection officers to enable them to understand the provision of the newly enacted Juvenile Justice Act, 2015.

The workshop received participation from 49 protection officers across Assam. The workshop promoted learning on Juvenile Justice Act, 2015, Protection of Children against Sexual Offence, 2012, other offences against children as envisages JJ Act, 2015, Integrated Child Protection Scheme, Child Psychology, important amendments; roles and responsibility of CWC, JJB and protection Officer.

The workshop commenced with the inaugural session by S.S. Meenakshi Sundaram, IAS, Director, Department of Social Welfare, Government of Assam as Guest of Honour and Justice Ujjal Bhuyan, Hon’ble Judge, Gauhati High Court as Chief Guest. Prof. (Dr.) Yugal Kishore, Vice Chancellor, National Law University and Judicial Academy, Assam, Dr. Vijay Pratap Tiwari, Associate Professor of Law & Head, Centre for Child Rights, National Law University and Judicial Academy, Assam and Mr. Vedprakash Gautam, Child Protection Specialist, UNICEF, Office for Assam also graced the occasion.

The Valedictory session was delivered by Dr. Himanshu Pandey, Registrar, National Law University and Judicial Academy, Assam; Mrs. Runumi Gogoi, Chairperson, ASCPCR; Prof. (Dr.) Ved Kumar, Law University, Delhi; Dr. Vijay Pratap Tiwari, Associate Prof. of Law, Head, Centre for Child Rights, National Law University and Judicial Academy, Assam.

India ratified the United Nations Convention of Rights of Child (UNCRC) in 1992, yet violations of child-rights are on a constant rise. There has been a sharp rise in various forms of exploitation of children, primarily child labour and child trafficking. Protection (safety) is the basic child-right without which it is impossible to secure other rights like development, education, partnership etc. child-protection continues to be a challenge. With this backdrop a Regional Conference was organized on “Child Rights for the Law students” by Centre for Child Rights, National Law University and Judicial Academy, Assam in association with UNICEF, Office for Assam and Assam State Commission for Protection of Child Rights (ASCPCR) on April 30, 2016, with an objective to disseminate the understanding of laws related to child among the law students.

A total of 40 students from Assam and Meghalaya participated in the said workshop. The workshop aimed to orient students on various laws specific to children, Juvenile Justice Act, 2015, Protection of Children against Sexual Offence, 2012, the United Nation Convention on Child Rights, Sustainable development goals with special emphasis on children, constitutional provision regarding children and protection of children in cyberspace.

Dr. A. Nagarathna, Senior Assistant Professor of Law, NLSIU, Bengaluru graced the occasion. As the Chief Guest for the Regional Workshop Dr. Vijay Pratap Tiwari, Associate Professor of Law & Head, Centre for Child Rights, National Law University and Judicial Academy, Assam; Dr. Naresh Vats, Associate Professor of Law, National Law University and Judicial Academy, Assam and Mr. Vedprakash Gautam, Child Protection Specialist, UNICEF, Office for Assam were present.

The students who had participated were presented with certificates at the end of the workshop by the Chief Guest Dr. A Nagarathana, Coordinator, Advanced Centre for Research, Development and Training in Cyber Law and Forensics, NLSIU. The workshop concluded with a valedictory address by Dr. Himanshu Pandey, Registrar, National Law University and Judicial Academy, Assam.

Centre for Child Rights, NLUJAA in Association with Assam State Commission for Protection of Child Rights and UNICEF, Office for Assam organised a State Level Workshop on JUVENILE JUSTICE ACT, 2015 on February 19-20, 2016.

Centre for Child Rights, NLUJAA in collaboration with UNICEF, Office for Assam organised a Capacity Building Program for Police Officers (GRP) on “Child Related Laws” on December 16-17, 2015.

Centre for Child Rights, National Law University and Judicial Academy, Assam in collaboration with UNICEF, Office for Assam conducted the second Capacity Building of Police Officers on Child Related Laws on September 26-27, 2015 at the National Law University and Judicial Academy, Assam.

The Capacity building programme was attended by 23 police officers from various districts of Assam.

The objective of this capacity building programme was to ensure that police officers are skilled in using relevant and case specific clauses under the Juvenile Justice (Care and Protection) Act, 2000; Protection of Children from Sexual Offences Act, 2012; Immoral Traffic (Prevention) Act, 1956 and Criminal Law (Amendment) Act, 2013 to ensure effective and speedy justice to children.

The inaugural session was graced by Mr. Pradeep Kumar, ADGP (Training) Assam Police as the Chief Guest and Mr. N.M.A.S.F. Haque, Joint Commissioner of Police, Guwahati as the Special Guest of Honour. Dr. Himanshu Pandey, Registrar, National Law University and Judicial Academy, Assam was also present at the inaugural session.

The valedictory session was graced by Mr. Mukesh Sahay, Director General (Home Guard), Assam Police as the Chief Guest.

Mr. Mukesh Sahay, Director General (Home Guard), Assam Police as Chief Guest and Dr. Tushar Rane, Chief of Field Office, UNICEF, Office for Assam graced the valedictory session.

Centre for Child Rights, National Law University and Judicial Academy, Assam in collaboration with Assam State Commission for Protection of Child Rights (ASCPCR) and supported by UNICEF, Office for Assam conducted the State Level Consultation on POCSO Act on September 4-5, 2015 at the National Law University and Judicial Academy, Assam.

The Consultation was attended by 67 participants including 23 police officers, 21 Chairpersons and Members of Child Welfare Committee, 5 Superintendents of Civil Hospitals and 12 District Child Protection Officers from the Department of Social Welfare, inter alia.

The objective of this Consultation was to bring together various stakeholders responsible for the implementation of Protection of Children from Sexual Offences Act, 2012 to enhance their skills as well as to deliberate upon the bottlenecks faced by them in the fulfillment of their functions as mandated under the Act in order to come up with concrete recommendations to ensure the smooth implementation of the Act.

The inaugural session was graced by Hon’ble Mr. Justice Nishitendu Chaudhury, Gauhati High Court as the Chief Guest and Ms. Runumi Gogoi, Chairperson, Assam State Commission for Protection of Child Rights as the Guest of Honour. Prof. (Dr.) Vijender Kumar, Vice Chancellor and Mr. Vedprakash Gautam, Child Protection Specialist and Officer in Charge, UNICEF, Office for Assam were also present at the inaugural session. Noted academicians Prof. (Dr.) Ved Kumari, Professor of Law, University of Delhi and Prof. (Dr.) Nishtha Jaiswal, Professor of Law, University of Punjab and Member, Chandigarh Commission for Protection of Child Rights were among the resource persons in the Consultation.

Mr. Mukesh Sahay, Director General (Home Guard), Assam Police and Ms. Kavyashree Mahanta, Deputy Secretary, Department of Social Welfare, Government of Assam and Director, Health Services were the reviewers for the presentations made by the participants subsequent to their group work.

The valedictory session was graced by Mr. V.K. Pipersenia, Chief Secretary, Government of Assam as the Chief Guest. Ms. Runumi Gogoi, Chairperson, Assam State Commission for Protection of Child Rights and Ms. Gitanjali Ghosh, Assistant Professor of Law, Centre for Child Rights, National Law University and Judicial Academy, Assam presented the recommendations for the effective implementation of POCSO Act in Assam at the end of the deliberations in the Consultation.

Centre for Child Rights, NLUJAA in collaboration with UNICEF, Office for Assam organised a Capacity Building Program for Police Officers (GRP) on “Child Related Laws” on December 10-11, 2015.

Centre for Child Rights, National Law University and Judicial Academy, Assam in collaboration with UNICEF, Office for Assam conducted the first Capacity Building of Police Officers on Child Related Laws on August 21-22, 2015 at the National Law University and Judicial Academy, Assam.

This capacity building programme was the first of three similar programmes conducted for police officers. It was attended by 68 police officers from various districts of Assam.

The objective of this capacity building programme was to ensure that police officers are skilled in using relevant and case specific clauses under the Juvenile Justice (Care and Protection) Act, 2000; Protection of Children from Sexual Offences Act, 2012; Immoral Traffic (Prevention) Act, 1956 and Criminal Law (Amendment) Act, 2013 to ensure effective and speedy justice to children.

The inaugural session was graced by Mr. Khagen Sarma, Director General of Police, Assam as the Chief Guest and Ms. Runumi Gogoi, Chairperson, Assam State Commission for Protection of Child Rights as the Special Guest of Honour. Prof. (Dr.) Vijender Kumar, Vice-Chancellor, National Law University and Judicial Academy, Assam and Dr. Tushar Rane, Chief of Field Office, UNICEF, Office for Assam were also present at the inaugural session.

Mr. Mukesh Sahay, Additional Director General of Police (CID) Assam as Chief Guest and Mr. Mukesh Agarwal, Commissioner of Police, Guwahati as Special Guest of Honour graced the valedictory session.

Centre for Child Rights, National Law University and Judicial Academy, Assam organized a discussion on “Dr. A. P. J. Abdul Kalam – His love for children” on August 1, 2015 to honour the memory of the departed soul of the erstwhile President of India. The students as well as the faculty members of the University attended the discussion and shared their thoughts on the sad demise of Dr. Kalam.

A Memorandum of Understanding was signed between National Law University and Judicial Academy, Assam and UNICEF, Office for Assam to promote, protect and fulfill the rights of children in the state of Assam and other parts of North East India. In furtherance of the same, they seek to create awareness among the masses and support the State in the implementation of the aims and objectives as specified in various international human rights instruments with a particular focus on children, and provisions as outlined in the Constitution of India and various legislations that are in force.

Centre for Child Rights, National Law University and Judicial Academy, Assam organized a discussion on Juvenile Justice (Care and Protection of Children) Bill, 2014 wherein faculty members and students participated and voiced their opinion on whether children between the age of 16 and 18 who are alleged to have committed heinous offences should be treated as adults or not.

The Centre for Child Rights was inaugurated on March 14, 2015 and to mark the event a National Conference on Protection of Rights of Children: Issues and Challenges was organized by the National Law University and Judicial Academy, Assam in partnership with UNICEF, Office for Assam.

The inaugural session was graced by Prof. (Dr.) Vijender Kumar, Vice Chancellor, National Law University and Judicial Academy, Assam; Dr. Benarji Chakka, Associate Professor and Registrar, National Law University and Judicial Academy, Assam; and Dr. Tushar Rane, Chief of Field Office, UNICEF, Office for Assam. A total of 29 papers were presented in four parallel sessions.
